brother thinks smoking while driving is the autism litmus test

I don't know how else to put this. I don't understand all these claims of autism, all these fully functioning people. My oldest brother has autism. He has never spoke, he will never be able to speak. He can hardly dress himself if he does his shirt will be on backwards and shoes on opposite feet. He'll never be able to live the kind of life where he can smoke cigarettes while drinking and driving because of his autism. So my question for everyone out there is it really autism or is it something completely different that they throw under an umbrella term? There's no hate in this comment it's just mind boggling that autism rates are 1 in the children now. If you've grown up or loved anyone with autism like I described. Does it confuse you too?
